The tower was designed by the architecture firm Ho & Partners and opened in 1992 to serve tenants and visitors. The project emerged during a period of rapid growth in Hong Kong's business centers.

In 2013, the building was reshaped by a design update from MAP Architecture & Planning that wove a shopping center into its lower levels. This transformation gave the aging tower new purpose and made it a more varied destination for visitors.
