The master craftsman Keisuke Serizawa was born in Shizuoka in 1895 and later donated his extensive art collection to his hometown. The museum opened in 1981 to preserve and display this significant collection to the public.

The museum displays traditional Japanese katazome stencil-dyeing techniques through various items such as kimonos, folding screens, and bound books. Visitors can see how these craft methods were applied to both everyday and decorative objects.
