The reservoir was constructed in the late 1960s to meet Singapore's growing water needs and officially opened in 1975 by Prime Minister Lee Kuan Yew. The dam was later raised to increase storage capacity and secure the city's water supply for future development.

Access is via Old Upper Thomson Road with free parking nearby, about 15 minutes walk from the nearest bus stop. The park operates from early morning until early evening with public restrooms, drinking water stations, and shaded rest areas for visitors.
