The Biblioteca Estadual de Niteroi is located in a neoclassical building at Republic Square and houses more than 60,000 items in multiple formats. The collection includes books, magazines, newspapers, and digital materials spanning different historical periods.

The building was commissioned in 1932 by interventor Admiral Ari Parreiras, two years after the 1930 Revolution, to be inaugurated for the centenary of Niterói's elevation to city and capital of Rio de Janeiro under the Additional Act of 1834. It was the last building erected on Praça da República's civic complex. Pietro Campofiorito developed a wholly original neoclassical design after earlier plans by Émile Depuy Tessain stalled for lack of funds and political instability.

The library holds collections focused on music, theater, and children's literature that appeal to readers of all ages. These sections show how the place serves as a gathering point for different interests and generations.

The library occupies two floors: the ground floor and the first floor. The Multiplicidade room on the ground floor holds the Braille books and accessible computers, alongside sections for history, geography, children's and youth literature, music, theatre, dance, cinema and sports. The building stands on Praça da República in the city centre, within the civic complex, and is managed by the Fundação de Arte de Niterói.

The structure received heritage status from INEPAC in 1983 and underwent major restoration work in 2011. This restoration brought the building back to its original architectural specifications and preserved an important piece of local heritage.
