Designed by Japanese architect Tokutoshi Torii, the building was completed in 2002 as part of Xinyi District's urban development. The project helped transform the area into one of Taipei's primary business hubs.

In 2017, it became Taiwan's first insurance industry building to receive LEED EBOM Gold Certification. This recognition highlights its commitment to energy efficiency and sustainable business operations.
