Completed in 1998, the building served as the headquarters of North Rhine-Westphalia's State Chancellery from 1999 to 2017, marking a period of governmental presence.
The structure represents Düsseldorf's governmental district, standing near the Parliament building and various state ministries in a center of political activity.
With 20 floors and 11 elevators, the building provides 27,000 square meters of office space, featuring retail shops and restaurants on the fourth floor.
The building incorporates a double-glass facade system and groundwater cooling technology, making it Europe's first certified environmental high-rise structure.
