The building was constructed in 1997 originally for a financial company, then became a state office in the early 2000s. Architect Edwin Kado designed the structure with inspiration from ancient Mesopotamian forms.
The building has served as the state finance department headquarters since 2001, showing how government offices can occupy striking architectural forms. The stepped levels have become a recognizable landmark in the area and shape how visitors perceive this stretch of the river.
