Changfeng Park is an urban park featuring Yinchu Lake and rolling terrain with planted areas throughout. The grounds include walking paths that pass through landscaped gardens and connect various zones within the space.

Construction began on 4 April 1957 and a second phase started in July 1958. Partly opened on 1 July 1958 as Biluohu Park, it was fully opened on 1 October 1959. On 29 September 1959 Wei Wenbo renamed it Changfeng Park, taking the name from a line in the Songshu and naming Yinchu Lake and Tiebi Hill after Mao Zedong's 1958 poem.

The park's name comes from the Song dynasty text Song Shu, from Zong Que's line about riding the long wind to break ten-thousand-li waves. Wei Wenbo chose it in 1959, and took the lake and hill names from Mao Zedong's 1958 poem Song Wenshen: "Heaven joins five ridges, silver hoes fall; earth shakes three rivers, iron arms wave."

The main gate is on Daduhe Road, with other edges along Jinshajiang, Zaoyang, Nujiang and Yunling East roads. Metro Line 15 stops at Changfeng Park station, and Lines 3 and 4 at Jinshajiang Road to the northeast. From 10 October 2024 the park entered a two-year partial-closure renovation, with the north section due to reopen on 1 October 2026.

Changfeng Ocean World, opened in 1999, sits 13 metres below Yinchu Lake and was China's first marine aquarium. In spring 2019 its two beluga whales were moved to Klettdvik bay off Heimaey, Iceland, the world's first open-water beluga sanctuary.
