The China Millennium Monument is a sundial-shaped complex on Chang'an Avenue's western extension, facing south toward Beijing West Railway Station. Its truncated cone base, 85 metres across, represents earth, while the 47-metre rotating sundial above represents heaven. A 262-metre bronze corridor of 3-metre width leads north from the Sacred Fire Plaza, its paving recording events year by year.

The monument was championed from 1994 by CCP official Zhu Xiangyuan and completed in 1999 for China's millennium celebrations, at a cost of 200 million yuan. Its official inauguration was delayed until Chinese New Year on 5 February 2000. It was the main venue for the July 2001 celebration of Beijing's selection to host the 2008 Summer Olympics.

The Chinese name brands the structure as an altar (坛), echoing the nine imperial altars of Beijing and the Circular Mound Altar at the Temple of Heaven. The Great Century Hall holds a 5-metre-high circular stone relief, described as China's largest, running from the pre-Qin period to 1999 and ending with a calligraphy by Jiang Zemin. Above, a 140-metre corridor holds 40 bronze statues from Guan Zhong to Deng Jiaxian, and 56 stone slabs for China's recognised ethnic groups.

The complex faces south and is entered from Fuxing Road via a monumental stairway; the altar, bronze passage and flame plaza line up on a south-north axis, with the Millennium Bell to the east and the National Anthem Square to the west. The rotating dial rarely turns, so visitors should not count on seeing it move. The World Art Museum occupies the upper, ground and basement levels beneath the dial.

The rotating sundial face, 47 metres across and weighing 3,200 tonnes, turns once every 4 to 12 hours, but it rarely moves in normal times. The 262-metre bronze path leading north from the flame square has a brick for every year of Chinese history, over 7,000 entries from 3 million years ago to 2000.
