Tiu Keng Leng Public Library occupies 2,900 square metres beside the Hong Kong Design Institute in Tseung Kwan O Area 74 South. Lead architect Tsui Pak-chung set the library on the west side, shaded by the institute, and designed the complex as stacked combined spaces rather than a square block. The children's reading area imitates a playground and has floor-to-ceiling glass.

The library opened as part of broader efforts to expand educational services in the New Territories as Tseung Kwan O developed into a residential area. Its establishment reflected the growing need for public resources to serve the expanding population in this region.

The children's library was designed like a playground, with floor-to-ceiling glass that makes the space bright and open. In the library's early days, language-learning books, travel guides and children's books were borrowed so heavily that some shelves were nearly emptied. District councillor Chan Kai-wai praised the facilities in July 2015.

The location is easily accessible via Exit A2 of Tiu Keng Leng MTR Station or through multiple bus routes including 93M, 290, and 694. Be prepared to explore several floors to find specific sections or services you need.

The building won a BEAM Plus Platinum rating and was shortlisted for the 2014 Green Building Award and the 2014 World Architecture Festival Awards. Architect Tsui Pak-chung placed the library on the west side to use shade from the neighbouring HKDI campus and planted the facade to cut heat.
