Binhai Park extends across 25 hectares with walking paths, a central lake, and a forested area in the southwest section of the grounds.
The location transformed from an amusement park before 2005 into the Hainan Youth Technology Park by 2010, receiving its current form through renovations in 2015.

The main entrance sits along Binhai Road, with the grounds extending approximately 500 meters in each direction, accessible through multiple public transportation options.
The Haikou Citizen Tourism Center, constructed in 2018 by the northwest shore of the lake, features China's largest wooden roof structure.
