The Tower of Fowler Biblical School is a two-storey building with a five-storey central section, occupying about 330 square metres on the Jinling High School campus. Its plan is shaped like the character 申, with a square facade, grey-brick walls, orange decorative bands above the windows, and a four-sided pyramidal roof topped by a clock pavilion about 17 metres above ground.

The clock tower was built in 1889 by the Methodist Episcopal Mission, with design by an American architect and construction by the Chen Mingji builders, after the school was founded in spring 1888. A roof fire in September 1917 led to reconstruction funded by the mission, which reduced the main body from three storeys to two. In 1921 the tower passed to Jinling Middle School, which still uses it.

The tower's name comes from the Fowler Biblical School, founded on the site in 1888. In the 1920s and 1930s its third-floor rooms hosted meetings of the Chinese Educational Film Association, where Cai Yuanpei, Xu Beihong and Zong Baihua gathered in a room heated by an American electric system, which they called the "warm gathering". The bell hangs on a long handle with a rope dropping through a square opening, so it could be rung from any floor.

The building is accessible with limited or no public viewing, as it primarily serves as office space. It is advisable to view it from outside and to check local regulations for protected sites before visiting the grounds.

The tower's basement served as a hiding place for women during the Japanese occupation of Nanjing, when the affiliated middle school lay inside the Nanking Safety Zone. One day, as Japanese soldiers searched the school to seize unclaimed refugees, worker Yan claimed a young man as his son and worker Wang claimed a young woman as his daughter, saving both; the pair later married and returned in 1960 to seek their benefactors.
