Grand Paris is a public institution of intermunicipal cooperation with own taxation in France. The structure brings together the capital and over a hundred neighboring communes to make decisions on urban planning, housing and economic development.
The administrative structure was created in early 2016 to formalize cooperation between the city and its surrounding area. This creation followed several years of political negotiations about reforming the metropolitan region.
The Metropolitan Council coordinates urban development across 131 communes, fostering integration between Paris proper and its neighboring departments through shared projects.
