In 2010, Boy Scout Jeff Cox initiated and completed this memorial project as part of his Eagle Scout Leadership Service Project with support from local authorities.

Visitors can access the memorial through a cement path that encircles the World Trade Center steel piece, with grass and trees providing space for reflection.
Each ceramic tile in the memorial represents an individual victim, combining their personal memory with symbols of their respective nations of origin.
